Task 4: Environmental Action plan in small commercial, fishing and/or
leisure ports
Development of a tool for the Environmental Management of small commercial,
fishing and/or leisure ports, based on the EMAS Regulation and in accordance with the
principals of Agenda 21. The aim of this tool lies in obtaining an improvement in port-city
relationships. With this objective in mind, the following actions are to be developed:
- 1.- Identification and adoption of organisational policies and structures
which may be considered as common to this type of installation.
- 2.- Design of an implantation methodology. To this end, a series of technical
procedures, to be followed in each of the steps required for the implantation of the Environmental
Management System, are to be created. They are to be based on the EMAS Regulation recommendations
and to provide solutions to any possible problems that may arise in relation to the implantation
of an Environmental Management System in these types of installations.
- 3.- Definition and structure of audit organs: control elements necessary
to monitor the compliance with the implanted system.
- 4.- Implantation of the Environmental Management System in the ports of Denia
and Villajoyosa, following the steps described in the previously designed “Implantation Methodology”
and carrying out the following actions:
- Creation of an Environmental Policy for the Port of Denia.
- Establishment of environmental objectives and goals for each of the relevant functions and levels.
- Creation of an Environmental Management Programme aimed at reaching
the established objectives and goals.
- Creation of an Environmental Management Manual contemplating all the actions to be carried out
in order to implant, maintain and audit the Environmental Management System.
- Preparation of an Environmental Procedures Manual containing the documents describing,
step-by-step, the necessary tasks, from an environmental point of view, for controlling the Environmental
Management System and the activities, processes and products of the Ports of Denia and Villajoyosa.
- Creation of a series of Environmental Technical Instructions defining the
methods in accordance with which the daily operations which have either direct or indirect
environmental consequences are to be carried out.
- 5.- Verification and monitoring of the Environmental Management System
of the Ports of Denia and Villajoyosa, in order to obtain the EMAS certification.
- 6.- Creation and publication of a Guide for the Implantation of Environmental
Management Systems in small commercial, fishing and/or leisure ports, in accordance with the EMAS
Regulation and the local Agenda 21 principals.
