Task 2: Design and Implantation of an Environmental Action Plan in Industrial-Commercial
Ports
The development of an Environmental Action Plan defining the actions to be
carried out by means of improving the port-city relationship. To this end, the following actions are to be carried out:
- 1.- Analysis of the current control systems in the Ports and Councils.
- 1.1.- Identification of deficiencies, discrepancies and synergies
related to the municipal and port systems.
- 1.2.- Compatibility of models.
- 1.3.- Definition of new models of communication between Port Authorities and Municipalities.
- 2.-
Design and development of joint port-council tools based
on the requirements detected in the prior Environmental Diagnosis.
- 2.1.-
Design of a Noise Pollution Monitoring System.
- 2.1.1.-Analysis of the sound level monitoring requirements,
including the optimum location of the noise monitoring system within the three
participating sites. Measurement campaign. Creation of sound maps.
- 2.1.2.- Integration of Noise monitoring System within each city's port.
- 2.1.3.- Study of possible extenuating sound measurements derived from port activities.
- 2.1.4.- Creation of a good environmental practice guide aimed at minimizing
the noise derived from port activities and aimed at critical sectors.
- 2.2.-
Integration of Port and City Air pollution Control Systems: creation of pollution dispersion
models and development of monitoring and control plan in accordance with the criteria established
by the European Council’s Directive 96/62/CE on ambient air quality.

- 2.3.- Means Study for the minimisation of Visual Impact.
- 2.3.1.- Study centred on the replacement of the current barriers
delimiting the port-city interface with vegetation barriers (autochthonous species) which,
in addition to serving as aesthetic visual elements and sound barriers, are to act as barriers
against the contamination by particles that may be derived from certain port activities.
- 3.-
Development of a municipal bylaw model which contemplates the environmental factors
derived from the port-city relationship.
