Regional Government Ports: an alliance with the environment

The Centro de Desarrollo Marítimo (CDM) (Centre for Maritime Development), responsible for operations and management in ports under the jurisdiction of Regional Government, considers the concept of sustainable development to be a fundamental principle of its actions and one of the cornerstones of sustainable development is adequate environmental management of the activities it carries out. This approach is underlined by the importance of integrating port facilities into their urban environments and natural habitats.

The tool selected for the continuous improvement required is the implementation of an Eco-management System (EMAS). This is now required in every new concession awarded by the CDM in Regional Government Ports and will be implemented in areas under its direct jurisdiction.

Many port facilities now have an EMAS implemented, even though there may not be a methodology which is efficient or appropriate for the specific characteristics of our ports: small ports, fishing ports, commercial ports and recreational ports.

Apart from carrying out pilot projects for implementing EMAS in the ports of Vila Joiosa and Denia, CDM in its role as partner of the European SIMPYC project, is also developing a Guide for the implementation of an EMAS in our ports based on the experience f the pilot projects and taking the human and material resources of the different sectors into account.

The guide provides step by step instructions for implementing an EMAS based on the European Regulation ((EMAS), and taking the size, activity and resources characterising the type of facility into account while providing specific examples of the documentation required for the implementation process.

The contents of the Guide are technical but essentially practical and written in language which is easy to understand and which the CDM hopes will serve to facilitate the implementation of such a necessary system.
